One of the reasons I voted against HB 3202 this year was
because of the Abusive Driver Fees. I voted no three times on HB 3202, spoke
against these fees on the floor of the House of Delegates, and called for a
Special Session to repeal these fees because I do not believe our Police should
become tax collectors. They have more
important work to do.
Further, this measure allowed the Northern Virginia
Transportation Authority, an unelected body, to raise taxes/fees (5% on car
repairs, additional 40 cents per $100 on home sales [$2,000 on $500,000 home],
higher taxes/fees on vehicle registrations, inspections, new car sales, hotel
stays, car rentals). The NVTA can accept sole-source contracts, without
competitive bids, which also increases costs for roads and mass transit. (The
contract for Metro extension to Tyson’s Corner’s was non-competitive and has
lead to a $1 billion dollar cost increase even before the construction has
started, possibly threatening the entire project.)
